Not sure if this is an option for your character but the "Close Quarters Specialist" personal perk also gives proficiency.
An alternative to using a Heavy is to use a Berserker instead. By default they come with Melee proficiency. In order to get the +50% damage you miss from not being able to select the "Brawler" Heavy Skill, you will take the Berserker's "Blood Lust" skill instead and make a point of going into battle with half their health - Bloodlust will give bonus damage based upon the level of injury. You will get the same amount of damage output. The risk is that if you fail to kill the enemy on your turn, your half health would put them in potential danger if the enemy you failed to kill decides to attack your Wack-a-moler.
Would like to know with "Whack a moler" build up (Assault/Heavy), You said in "Required kit" Stronget melee weapon.. How can I use Melee weapon if I don't have Proficency for the melee weapon? Thx
And "no arms - no damage" means you either get regeneration torso (which means no jet jump nor chop-chop mechanical torso) or get a technician, who, in his free time, takes control of freshly deployed spider drones with his signature Remote Control (like giving a free turn for 1 AP).
Also decoy has higher targeting priority than other potential targets assuming they are roughly equally easy to hit. Basically decoy is far better than it looks.
The Synedrion sniper rifle is considerably more accurate (63 effective range) than the NJ version (45 effective range). It is considered a good trade off sacrificing 10 damage to actually hit the specific body part aimed for.
And if you do the DLC, the Ancient Scorpion should be adopted by default once you have the means to manufacture.

Why not NJ Cyclops SR7 (130 dmg instead 120)? And later NJ Raven SR13 (130 dmg / 50 piercing) and then Ancient Scorpion (180/80)?
It isn't about the Neurazer. All soldiers should take a handgun because:
a) If one arm is disabled then you still have a weapon to shoot to kill.
b) With the 60% aiming improvement then a single soldier with pistol proficiency can usually reliably kill worms from about 5-6 squares away so a single soldier can deal with them while the rest of the team can deal with the bigger issues. And the 60% is the 10% bonus plus the fact the 50% non-proficient aiming debuff is removed.
c) When a Panda is down to less than 40 health, it is more cost effective to use a pistol than to use a primary weapon that uses 2 or 3 AP.
