描述
Adds the Legal Stele, from our CJL's Babylon Mod, as a Unique Building for Hammurabi from the New Frontier Pass.

Legal Stele: Unique Building of Hammurabi, that replaces the Monument. Yields 1 Culture and Science, but costs 1 Gold Maintenance. Grants 3 Loyalty, increased to 5 with Civil Service. Also provides 1 Amenity with Political Philosophy. Fully loyal cities generate +15% Great-Person-Points. Occupied cities have no penalties.

Keep in mind, that you should deactivate the original mod, if you use this one.

Hey guy? I found something wrong or maybe it's your unique thinking, but when I build Legal Stele for Hammurabi, the citys near the sea or lake will lose their canals.
