Delete or rename c_tach_bat1.wav
Within the Steam install folder, go to \SteamApps\common\swkotor\streamsounds\ and delete or rename c_tach_bat1.wav to something else

That should do it.

I renamed the file just now, so I'm going to see what effect it had in game. I just replaced the bat1 part with the word poop

There is a mod called "Another Tach Noise replacer", I think it's great, and maybe even better than just the silence. Here's the mod page:
