With only 1 closing, my population stabilized at around 600k during the plague and even after the last big wave I could finish the whole thing with 400k+. What is even better, my economy remained fully functional during most of the plague.
Maybe there was a patch changing the logic? Or you started it with lower population and did not have so many people to work on the farms?

I just played it through with Sparta, but I did not really get why should we close the buildings 6 times during the Justinian Plague?
I built aquaduct ~5 turns before and boosted my population well above 1M. The during the first days of the plague I upgraded the fish farm, dairy, farm etc In this way I had so many workers in the "food industry" that closing the buildings hurt me more economically than I won with the lower mortality resulting in quicker population drop. (the 1st closing actually helped, but any other would just make things worse).
So basically, if you dont follow these, you're doomed?
