Have you tried verifying the game files?
I don't recall any lag when I played the levels. I may have experienced some in the large hub worlds, but the game was perfectly playable. You may need to upgrade your hardware.
Sorry, I can't help much. I used an Xbox 360 controller, so my controller keybinds were already correct. Rebinding the keyboard was a bit awkward.
There are some programs to use a PS4 controller as an Xbox controller. Then you shouldn't need to change any keybinds.
Alternatively you could try looking for the keybind save file, then editing it. Might be in C:\Users\USERNAME\AppData\Roaming\Warner Bros. Interactive Entertainment\LEGO STAR WARS The Force Awakens\ .
Honestly, the best solution is to buy an Xbox controller (for Windows 7, it must be a 360 controller). Lots of PC games have issues with non-Xbox controllers.
If the official ones are too expensive, there's lots of cheap knock-offs. Less than £20 (~$27) on Amazon with free delivery. Black Friday and Cyber Monday could lower it further.
I used to waste hours on making my PS3 controller work with games. Since buying some 360 controllers a few years ago, I haven't had any issues.
