It's the same trick as in Street of Rage 2:

Punch the enemy/boss once, wait and punch it again just when he comes out off his hit stun animation. rinse and repeat.
Timing is the key!

We referred to this tecnnique as the "beat until dead" punch. Max (from SoR2) had a grapple punch that wasn't infinite, but went on long enough that it felt similar for some enemies. A friend of mine called both techniques the "bub smack".
