Adds the decision to form the empire of Celtica if you are of the Goidelic culture and control both Ireland and Scotland. Kingdom of wales is a de jure of Celtica but not required for title creation.

Not save game compatible, new game required.

The English, Norse and other Germanic's were actually culturally less distinct then the Celtic cultures.
The Celtic cultures drifted apart around the late bronze age / early iron age and the Germanic cultures diverged around 200's Ad after a massive expansion across the Vistula, Don and Rhine rivers.
It'd be interesting if someone could make a mod for reunifying the Germanic cultures.
