I suggest using 2 weapons with high elemental effect chance, one with fire and one with lightning. With the kitty cat you can add whatever element your weapon currently has to your Primary skill, which makes it easier to guarantee elemental effect occurs so you can combine the elements. Youll have to trigger both elemental effects on the same target to create the manipulation effect. The icon is a purple spiral above their head.

Do this to 50 enemies and the achievement should pop and the scroll unlocks in game.
