If you have tried the rebind wheel controls and dinput block guides ant the controller still works weirdly ( X, B buttons open phone/menu) then you should also try disabling Xbox One controller support in Steam. This can be done in the settings.
Steam > Settings > Controller > General Controller Settings. A new window will open and just deselect Xbox One controller setting. If the window doesn't open or nothing happens when you click on general controller settings then there is a problem with your Steam client. That can be solved by going to your steam location on your PC. Default is C:\Program Files (x86)\Steam. In this folder backup any sensetive data you care for and delete everything except steamapps, userdata folders and steam.exe. And now after launching Steam - Steam will autorepair itself and the option should work fine. Also you will have to relogin in.
