TL;DR:
Blender’s Python is independent of your system Python.
So open CMD and run this command (replace the <YOUR_PATH_TO_BLENDER> with the actual path to your Blender installation):
"<YOUR_PATH_TO_BLENDER>\Blender\4.5\python\bin\python.exe" -m pip install uvicorn --target "<YOUR_PATH_TO_BLENDER>\Blender\4.5\python\lib\site-packages"
If you’re missing any other packages, just copy the same command and replace uvicorn with the name of the missing package. I had to install a few more myself.

I've checked and uvicorn is installed.
Does anyone know how to fix this?
