The issue is not the creation of this mod, but rather sustaining it. Every update, which adds or changes a focus tree, breaks everything regarding the states about this mod.
Let's take an example with the recent change of the German focus tree: There are several hundret focuses within that tree, where a lot change attributes and properties of states, like building slots and certain buildings. If you now go ahead and split one of those states in two, you need to realign the effects of those focuses to prevent exploit and to keep the balance. Now split one state into more than two states, it gets increasingly more complicated and subjective.
Now project this case onto the entire map, you will go insane, especially because you need to change a lot with every significant update / DLC.
