[Simfphys] Keys

Just as the title says. Keys for Simfphys.

Keys work on ALL vehicles by default, and have ownership features.

Included are keys, obviously

The idea here isn't for RP, although it can be used for that; the intended use-case is a sandbox server in which people want a dead simple way of stopping pablo.gonzales.2014 from stealing their vehicle the instant they leave it alone. Therefore, it has no alarm features since that could be abused to be annoying, and we don't want people just lock-picking your stuff either.

USAGE:

1. - Press reload (R by default) on a car to claim it, if it hasn't been claimed already.
2. - Press primary fire (left mouse by default) to lock, and secondary fire (right mouse by default) to unlock.
3. - They're keys.

You can also remove ownership of a car by pressing reload on it again, then someone else can take ownership.
