Retrieving the Necessary File
In order to start translating, you'll need to get the .pot file which is located here: vagantegame.net/default.pot

Right click on the page and select Save Page As... to retrieve the file.
Setting up the Folder Directory
The folder directory where the translation files will be located at is as follows:
vagante/locale/<locale-prefix>/LC-MESSAGES

For example, for a spanish translation, the locale prefix will be es

IMPORTANT!
Currently supported locales:
EN, // English
DE, // German
FR, // French
ES, // Spanish
JA, // Japanese
KO, // Korean
ZH, // Chinese
RU, // Russian
PT, // Portuguese
PL, // Polish
TR, // Turkish
TH, // Thai
IT, // Italian
CS, // Czech
Translating
In order to actually open and use the .pot file, it's recommended that you use a PO editing tool. https://poedit.net/ will work well.

After opening the .pot file, click on the Create new translation button to bring up a prompt asking for the language of the translation. Select the language that you're planning to translate to. Keep in mind that only some locales are currently supported as noted in the previous section.

Once that's done you can start translating.

After you're done translating, compile the translation file to .mo (File/Compile to MO), and place both files in the directory you created. The .po file is not required to be there but it's good to have for quick tweaking.
Changing the Game's Configuration
To make the game use the translation that you created, you can either make a change to the config.ini file or upload it to Steam Workshop (detailed in the next section) and subscribe to the item.

Find the line that says "language=" and change it to your translation

Now you can launch the game and see it translated!
Uploading to Steam Workshop
Custom translations can now be uploaded to Steam Workshop!
Note: There may be issues when subscribing to multiple translations
Conclusion
Big thanks to ekun for writing the original guide and allowing me to make this guide which I wanted to do for visibility and also for making all of this possible. The original guide is here:

Thanks to arifalien23 for providing me a translation file to use as an example.

Finally, thank you for reading this guide and I wish you good luck on your translating endeavors.

The domain for the vagantegame website where the .pot file is housed changed to .net instead of .com. You should be able to get the file once you go to the .net domain.

Talking about custom translations, some seems more complete than the others (such as the PT-BR one). Is there many undocumented prompts in the .pot file?

More locales are now supported :)

Only the developer could really tell you why. It's just how it is at the current moment.

Why are only a few locales supported?
