As long as the mod doesn't exclusively use this file (like AP enhanced does) that might not be a huge issue, so if the game seems to be fine you're probably good regardless. It's mostly smaller or specific values in that file, most mods shouldn't need it.
If you have any mods that edit AP in any capacity, or other things that have a specific number change (summon limits, source points, etc) where they normally have a definite maximum value, those mods may be clashing with this mod.
a) summon limit
b) AP settings (similar to this)
or c) use the gift bag mod from Larian that improves AP?
Off the top of my head all of those can be responsible for issues.
