Are not able to make the baggage system work or can't find the scanners in the menu?

My baggage system is not working at all!

I an unable to see any scanners at all in the menu!
Well, make sure you procure them, R&D menu at the operations tab... These are three different projects for procurement, and they show up in order (second after the first, third after the second).

Other problems:
