Just found my 23rd. I found them all on my own, and yet had 22/23. Looked at this guide and retraced all my steps and couldn't find the one i was missing. Finally, I came across the one in the tree by the rocket/two scientists again. I had noticed that Waldo during the final section of the game, when you have the green Hulk body. Seeing as how I remembered getting him, I didn't even bother checking when following this guide. Apparently, getting any Waldos during the last section of the game is not permanent. If you found any Waldos between the final save point and the end of the game, double check it to make sure. You might have reverted the save to before you had collected him.

Help me, I'm already desperate, 22/23 I've already checked everything.

PolyPigeon, The water area is hidden directly behind the starting area of the game. Look at the cardboard wall and you will see a hole in it that you can jump through

I was about to comment "I've gone to every location and checked but I'm still missing one." I definitely knew about the clothesline Waldo but didn't ever actually claim it because the head isn't attached to the clothes you are looking at. The face/ head is apart of the mountain behind the clothes. One of Emissary Vex's comments helped me realize it. Thanks for the helpful guide.

Is it possible to miss the clothesline one? I'm at endgame, have 22/23 and i'm certain that I didn't get the clothesline one, I went back and am sure I've done the rest
