I'll try it again then with it disabled later
I had a friend test it using a fresh installation, on an account that had never played HL2, under Windows 11.
Also, make sure you're not accidentally enabling cheats, somehow. For example, having developer commentaries enabled.
Pinned a metrocop to the billboard, got nothing.
I can't seem to get it to change, maybe because it's being overridden by my account having the achievement already.
The gamestate id for this achievement should be 86. For me it has a value of 1 (like all other 33 gamestates I have) and a data of 0x0000000000000000, which is what you'd see when you've found 0 caches, but the value of 1 probably means "achievement unlocked" and causes the achievement logic to skip updating the data field.

there's one in the "hl2_complete" folder but it's formatted differently
