Yes you right.
If you want to prevent them to randomly appear you have to add a local RICO setting and disable the "Growable" box.

Hi, can you help me, I love your assets, and I have one question because I dont fully understaind how mods works, in some assets are grow + rico so this build will grow randomly in my city and I can place then with rico too, right? And if so, there is some way to prevent then to grow up for only me put with rico?
