Kuvaus
This mod adds a new project to the World Congress with a focus on navies. It represents nations conducting naval games with each other in order to increase their understanding of naval warfare.

The Rewards:

Bronze - 1 extra movement and sight for naval units

Silver - Naval units get 1 extra movement and indirect fire

Gold - Naval units get a 100% attack bonus against cities

The project can be voted upon when someone discovers printing press. It costs the same per player as the worlds fair.

I don't understand how this particularly benefits cultural empires or what you mean by "making their already terrifying turnover rate for militarization even more deadly." Though I do concede that the silver bonus here is very, very good. Arguably as good as the Gold. I just really hate it when my navy cant fire over a stupid rock.
