It is possible to play WRE without abandoning any settlements. If you are careful about where and when you garrison cities with armies, its possible to stabilize the full empire without even losing a battle
2. garison is an option.
3. buit ship in britania (especially rammer).
4. do same tactic in guide (only fight tactic not abadon land).
5. grow your economy and food.
6.rash germanic tribe border.
7. loot land and army.
8. don't declare war on eastern roman empire before check your income.
9. cavalry force is good to secure province (easy to fight and can flank larger force.
- Send your stack in Britain to Camulodunum, build garrison, hold out as long as you can.
- Combine Stilicho's force with the two stacks in Gaul to eliminate Suebi. I don't bother attacking Quadians, the Huns will kill them all eventually anyway.
- Merge the two stacks in Africa and Spain and send them to conquer Mauretania. The easiest way to establish a safe zone here is to just conquer Maurians and Gaetulians ASAP, no treaties, no puppet states, just get rid of them.
- Move your last stack in the east to Aquileia to defend Italy. (obvious)
- Keep Aquitania (southwest Gaul) secure at all costs, otherwise barbarians will absolutely flood into Spain like they always do when you play a non-WRE faction. Burdigala in particular needs to be well defended because the AI loves trying to attack it over sea.
Once you pacify Africa, Gaul, and Britannia, it's pretty much GG.
by turn 23 you're good.
