There is a discord with ryantheskinny, and he has mentioned he is starting to work on an update, though it will probably be a couple months before something solid is distributed.
I think a lot of things are going to wait until all the core features are in place. I'm honestly not really a fan of the modding community's reluctance to update mods to current game features because they would break old games. Yes, this is an Early Access game, having to restart cities is par for the course.
1. It is too easy to make adjustments to solve problems.
2. Despite having over 600 hours in the game, do not feel my knowledge was good enough to develop such a map.
One possible solution is to impose a condition of starting on a random map, but that would require an option to adjust the level resources as part of the generation process.
