i was already about to Manually edit the PakFile, i found the entries in Data.pak ...
and then i had a look at Darthmods pakfile, and then i suddenly noticed that the "trade_routes_mod_max_sea" had different numbers in them in that file. so then it dawned on me that i loaded it in the wrong order in my mod manager... (now it works normally)
In case anyone is interested to change this manually in the Pakfile, you can find it in :
Data.pack/db/building_effects_junction_tables/building_effects_junction/
ones your in there look for the port buildings and edit the number to your liking next to:
trade_routes_mod_max_sea
