Emission Balancing

This mod adjusts the emissions to a more balanced calculation.

The mod is based on the vanilla calculations of UG, but the values are adjusted to provide a better balance. Overall emissions are slightly reduced, but still have an impact on city growth and encourage intelligent building.
The biggest changes are the following:

- Less emissions as the age progresses -> more noticable

- Reduced inner city public transportation emissions

- Better bus/tram ratio. Trams make more emissions than E-buses, but less than diesel buses

- Planes produce more emissions

- Electric multiple units categorized as diesel (C2 Inspiro, Cityjet Eco, TG HyRT, BVG H - metro and battery vehicles) now produce emissions as if they were categorized as electric

- and other minor adjustments

Example values (old to modern, variations also by engine type): Tram: 60-40, bus: 55-35, train 80-55, ship 85-65, plane 115-105
