From what I’ve tested, total of 19 or 20 villager carry capacity (with no speed bonus) should be enough to neglect this ‘walking factor’ and reach 0.4 food / second (24 food / minute) farming rate for a generic civ and a farm layout presented in this guide. (See Aztecs + Wheelbarrow as well.) As Khmer villagers have a drop off travel time cut off, they will need slightly less of a boost towards their total carry capacity to reach 0.4 food / second farming rate. (I believe it to be +6 carry, as it was +5 prior to their slight gather rate nerf in Update 36906.)
Even though Khmer do not need to drop off food, they still follow regular farming mechanics (collecting some food from one spot of the farm → travelling to a new spot). Villagers collect a set amount of food at the same spot, and this amount –as I tested a little by modifying stats in Genie Editor– is dependent on villager total carry capacity, even for Khmer. (It is ~25% of total carry, though it seems to be slightly trickier than that.)
Wheelbarrow/Hand Cart increase total carry thereby increasing time villagers gather at one spot of the farm; put it another way: these techs decrease total time villagers spend walking around the farm (speed bonus helps slightly too)…

I don't get how the wheelbarrow tech affects the Khmer farming rate. If they don't need to drop off at mill or TC (extra walking speed = no effect) and they drop food as soon as they get to 1 unit (extra carrying capacity = no effect). Should they have the same farming rate regardless those TC techs?
Maybe I don't understand correctly the effect of wheelbarrow on farming
