Overall i believe the pollution on the electronics building is not visible as it is the television building and i have not added any visuals for the pollution. So it is most likely just a reading of pollution.
I have changed it to the original Medium setting for electronics assembly.

The factory has $POLLUTION_LOW, which is not a valid value so no pollution is given. It was probably intended to be $POLLUTION_SMALL instead - that one exists and works fine.
