Yeah, I just randomly stumbled upon it when scouring the Well Housing area, shortly before descending to the pistons. There's a non-euclidian section of apartment doorways that keep looping back on themselves and in the far corner of it is the door outside.

Can't find that door.

If I remember correctly, it is at one of the first apartment complexes you get to. Somewhere in it, there is a maze-like hallway full of doors. One of the doors opens up to this room. The room itself is just a void. If you walk far enough into it, it just turns you around towards the light/door. If you need more specific instructions on how to get there, I'd have to look into it more.
