Confederate and make Vassals from the start

描述
This is my second in a series of mods. This adds the option to Confederate from the beginning of the game. You still have the option to vassalize as well. I'm still working on making coalitions and alliances available as well. That should be one to look out for. I'm also going to work on making the Yellow Turbans able to have all diplomatic options available with Han factions from the start as well

I look forward the yt have diplo option from start, I getting tired seeing them get smacked early game

can you do the bandit too? they also cant diplomatic from start
