Does it have to be on the same play-through for the save trick to work?
My guess is they updated the requirement at some point.
I had trouble with this unlocking despite maxing out my weapons and purchasing all level 1 upgrades. I googled it and everyone mostly agreed that you didn't need to purchase the full upgrades. Because I wasn't 100% on whether or not I was missing something and didn't want to commit to a bunch of soul grinding yet, I ran CE to max out my souls so I could figure out the issue - once I purchased everything the achievement popped up.
If I had known for sure I would've just done the grind but I had a strong feeling it wasn't going to work anyway (and I was wrong), but tbh it's only like 2-3hrs anyway so I'm not too bothered about it.
