No Scaffolding Animation

Opis
Description
The old version of Plop the Growables contains a function that can disable scaffolding animation. However, after it is updated, this function is only effecitve to the buildings you plop manually.

I think the scaffolding animation is just a waste of time, so I extracted this function from the old version in order to make it effective globally.

It should have improvement on performance, but maybe it is not very obvious.
