This ruleset will make the achievement Metropolis - 3 easy to obtain. Load this ruleset and speedup the time and you will have it in less then 1 minute.

you have to restart the game after you subscribed to it in order to make it pop up in game.

It should appear after you subscribed. Also make sure you select sandbox game at the main menu. Also try restarting the game (the subscribed items will start downloading after you starting the game so might first need to download it).
