Cardassian Union

This mod adds the Cardassian Union from the Star Trek universe, led by Gul Dukat and based on its appearances in Star Trek: Deep Space Nine. Bajoran workers not included.

UA: Counter-Insurgency Program
No Unhappiness from Occupied Cities. Non-Air military Units have a -15% combat penalty unless adjacent to another Unit.
UB: Terok Nor (National Intelligence Agency)
In addition to the espionage bonuses granted by the National Intelligence Agency, Terok Nor also provides +15% Science and Production in the city in which it is built. Must have a Police Station in all cities.
UU: Gul (Great General)
Gives a combat bonus to nearby Units and can build Citadels as the Great General does, but also heals adjacent Units every turn. Has unique names from Guls seen in Star Trek.
