That might be true. At the End of the Reich, they took every Kind of Volunteers - even if not in Quality, but to fill Quantity - to the SS. In the original Meaning of SS Standards those Troops have been (in the best way of its Meaning) poor. Not even close the Standards of the original first 13 Divisions.

Interestingly there should be another decal considered as it had a palm tree with the SS watermark through the middle it was designed for the 22,000 Palestinian volunteers that joined the SS and fought for the 3rd Reich in Bulgaria.
