guys you can still get the handcannon but the game is glitched. The glitch is the save counter restarts when you quit the game or exit to the main menu. so You have to beat the game all in one go unfortunatly. But if you do beat hardcore in one go then the handcannon will unlock. If you die whatever you do dont accendentily quit to the main menu. I saved on the last chapter quit accedentily to main menu and didnt get the handcannon. Soul crushed I had another go beat it in one try without quitting then did receive the handcannon.

No new saves are in new game+ or load game. How do I fix it?

This still works, the save showed up under the new game+ option not the general saves. If you load new game+ and overwrite the save, it will show up with the rest of your data.
