Quality of Life language (Updated)

Based on Muffinatorz old QoL language file:

Should work with DLC, and new updates. Plan to update for future changes as well.

This setup has minor updates to various tooltips to increase clarity of effects within the game.

Some of these changes include:
DIAMOND pop up to tell you what kind it is.
The thielf auto attack to tell the player that it blocks projectiles.
It includes definition to the duration and value of the monolith buffs. (Blood altars too)
It defines what the rolls at the fountain do to clarify if it is a positive or negative effect. (i.e. +1 or +2 or -1)
it clarifies some drink tooltips to better reflect their actual effect.
Lets the player know, that the fancy plume doesnt allow the player to purchase more items at the shop and more.
Adds classes base stats, and their scaling to their description.
