It's been a while since I played so take this with a grain of salt - if you never give Huang any item for the archive, I think he'll stop helping you at some point. So you should give him one or two occasionaloly.
Giving him all items is not a good idea though because you might want to trade some with Tapi and you'll need a few others to open doors etc. as said in the guide.
(Also he takes forever hauling them to storage.)
Do you know if there will be some kind of consequence when I never give artifacts to Huang (just showing them, but not handing them over) or on the other hand would gift all my artifacts to the collection?
Same goes for the ancient site at the 'three rivers crossing' (close to where the Vault is expected).
Both methods will take you to the same place and towards endgame. Though technically you can leave the place once by picking the right choices to take care of unfinished buisness before you progress.
