The no terraforming rule changes what breakthroughs you get, no shit you get different ones.
Why are you disabling it? You don't need to terraform.
Here is an example getting similar but not the same anomalies while playing with terraforming rule on easiest settings on the same map 41N111W no tech variety!
I haven't heard anyone else complaining, so I have to assume it's something your doing.
and it's not outdated since it was last updated Cernan (the last patch).
