Enduring Visit Structure Buffs Mod

Adds a timer to all visit structure buffs, and makes them last for that period regardless whether you engage in combat or not.

The idea was to make the buffs more relevant in pvp games, so that opponent couldnt simply remove all buffs by sending a suicide scout before battle. In single player games people might also appreciate the enhancements lasting longer. I've tried to weaken most of the buffs so that theyre not too game breaking though.
