Even with dgVoodoo, the game's configtool.exe has precedence for choosing the resolution, though the scaling will be a bit different in-game (note: the main menu size does not matter: it is how it looks in-game that needs to be tweaked to your preferences). I found 1920x1080 was a good compromise between seeing a certain distance around and having a more close-up view.

Everything in this guide is geared towards fixing the DirectX mode problems.
If you're fine with Software mode, you don't even need this guide.
