Follow the instruction in this guide in order to unlock debug mode, you won't be able to complete some of the maps without cheating for money.

Edit 1: After creating the map I noticed that there is an extra subway train I didn't create a station for, simply look out for it. I don't know if it is needed for the achievement.

Edit 2: Use the feature F1 from the debug mode to skip time until new structures appear. That means that there is a new vehicle available.
