I can see something what looks like road (or rather a bridge) on the map. Guess that how you get onto the polar area

How do you get to the Polar area?
Do you have to download a DLC or anything else?

The map is updated to the R33 version: The New Arctic biome is introduced in the north.

@sly~<3, the secret island is accessible but not via the broken bridge. It's a spoiler and I will only provide a direction that you need to take if you wish to get there. You need to obtain a special item (or maybe several instances of it). This item can be found only in some loot crates from ruins/radtowns, and it's relatively rare (though not too rare). Good luck!

The map is updated to the release map (R30). There were only few minor changes lately.
