Install notes:

Empty this folder:
left 4 dead 2\left4dead2\sound\player\survivor\voice\producer

Extract the contents of the vpk file to the producer folder

And make sure you keep the dlc1 folder empty:
left 4 dead 2\left4dead2_dlc1\sound\player\survivor\voice\producer

Run Left 4 Dead 2 and use the snd_rebuildaudiocache command

You can only open the .vpk file with GCFScape (http://nemesis.thewavelength.net/?p=26)

You need to do a little bit of work to get the voice pack working.

It downloaded fine on my side so I'm not sure what the problem could be.

You could try to copy this page's URL and download it through the "steam workshop downloader" site.

That always works for L4D2 mods :No1:
