RP Retribution w/ Stormfox

This is an edit of RP Retribution map, to add ALMOST full stormfox support.

Main differences with the original map:
- No lag when the time changes
- Added a new building instead of the empty road that was blocked (still a WIP, it's a fire department)

TODO:
- Add AIN nodes to support water puddles on stormfox and also for NPCs and such
