[TFA][AT] Fallout 4 institute rifle.

This is a modified version of Nopeful's TFA institute rifle.
features include:
- 3 different capacitors
- 2 different barrel upgrades
- 3 focuses
- a reflex sight
- 3 different scopes
- reworked tracer effects

Its called the synth laser rifle in game
in the TFA fallout 4 tab
