描述
Disallows building mines on hills without resources, because dirt isn't the best material to mine.

Full changes:

Mines cannot be built on tiles without resources.
Lumber mills become available at Engineering.
Farms get +1 production from Combustion.
Forts are unlocked at Military Engineering
Farms can be placed on hills at Feudalism.
Industrial Zones gain +1 production from adjacency to rivers and lumber mills.
Mali is relatively unaffected by this; they can place mines on desert hills that do not have resources.

You will need a Home Depot upgrade. to mine dirt since they sell it for a couple bucks a pound.

i think this is a foolish mod there are alot of other minerals and resources not in the game so by removing this feature your taking away an element of realism and immersion

You've reached combustion and you're not getting any production from farms? (just to be sure, you're not using terrace farms, correct?)
I am unsure how this issue would happen.
