This bug is fixed on the developer version of the game so it is expected to be fixed in the future and this guide may be outdated.

How to get it:

-Install de develop build of Arma 3 here is the link on how to get it: https://dev.arma3.com/dev-branch
-Start the game and make sure you start with out mods
-Open the editor
-place a player unit
-place a non-player/playable unit (just a normal unit)
-right click and select edit loadout, change something then press ok, you should get the Dressing Doll achievement
-right click and select play as the character, you should get the Puppeteer achievement

Bonus: Armed and Dangerous achievement
That seems to be bugged too though I already get it before

-place a vehicle that can edit loadouts (like helicopters and palnes)
-right click and edit the vehicle appearance and you should get the Armed and Dangerous achievement
