For example, when he's in his "bridge hover" phase, if the first row he fires at is the front row of tiles, every other fireball he shoots during that phase will also always be the front row until he decides to do another one of his attacks.
I have no idea if I'm explaining it all that well, or if this tip even applies to difficulty levels above Hard mode, but hopefully it will be useful to someone else. I know I personally would've been stuck on him for waaaay longer if I didn't notice that little detail.
This isn't everything but hopefully it helps. The above video helped me immensely in turning a very hard fight into a very easy one, specifically on normal. The fight is definitely a nightmare on nightmare difficult but that is because of luck-based mechanics which are not in normal difficulty play.
Fortunately, normal difficulty won't have the whole bridge stay as spikes, but just quickly flip to spikes and back. If he flies to the far right then you quickly run to the far left, or if he goes to the far left then you go to the far right. He has a couple different attacks to watch for when in the center but in the background, where one will flip the bridge to spikes (1:50) and the other won't (start of video); both are well telegraphed and distinguishable from each other.
Don't worry about shooting fireballs at him on normal, at least not before learning him; that's just one more complication than necessary. If he's directly over the bridge, and thus in position to whirlwind him, there is a head-bob just before he launches fire at you, and that is the key to move out of the way and then return the attack. It takes a bit of practice. You can see this at the 6-second mark, but a better angle is around 2:30.
