As I guessed:
"The only mods it’s not compatible with are other mods that add dynamic province names."
Basically because both mods use same files for province naming, for example: mod_directory\common\province_names\british.txt
Of course the game will use only one of those.
english.txt and british.txt in that mod have few province names for non-colonial provinces, just like vanilla game files.

It is possible to fix that though: merging these mods. But I'm not ready to do that soon.

My apologies, the full name of the mod is "New World Colony Names". It should only change the Americas though, and not Ireland.

I have checked England and everything works properly. Maybe there is overlap of province naming or something like that? I would like to check that mod, but I cannot find it.

England. Some of the province names swapped over but most of them remained in original Gaelic.
The only other mod I'm running is New World Renaming
