Yeah. I have had the buff in Wintermute, on all modes, and in Survival in Stalker and Voyageur. I haven't had any major afflictions, and no frostbite yet to see how it blances things out. I know it makes my overall condition better, but not playing Loper, so not having the rapid condition loss you have from cold there, I haven't checked to see if it slows condition loss down. Can you stay out side longer or anything like that?

it gives you a health boots so yeah you can say that :)
