Walter White, there are state interactions in the Mandate of Heaven DLC which allows you to have a certain bonus in a state for increased state maintenance. In this case it was a -10% development cost modifier, but i forgot to put it on, so i lost valuable monarch points.

Development on the other hand is a feature included in the Common Sense DLC which allows you to manually increase the base tax, base production or base manpower of your provinces for a cost of monarch points.

There is a state edict granting you development cost -10%, so he is wasting his precious mana.
