Important info
You can only get this achievement in Chapter 1. Entering the TV channel in the second Chapter will not give you the achievement.

Solution
During the movie, when detective Dale Vandermeer is watching the TV you can pause it and notice the following numbers (749).



Just progress throught the game untill you can use the TV, put in said channel and ... voila, achievement is yours.

also: while the clip plays in both chapters, using it in the FIRST chapter is what will give you the achievement. it is located under the first chapter in the in-game achievement list, and when i tried it in ch. 2 first, the clip played but did not award the achievement
